Genshin Impact Version 6.4 has surprised the community with the release of a Mondstadt Regional Banner, shifting expectations away from Fontaine content and instead revisiting classic characters and permanent five star weapons. The decision has generated discussion among players, particularly regarding banner value, weapon utility, and long term account optimization.

Unlike promotional weapon banners, this regional compilation highlights several permanent pool five star weapons, some of which remain highly relevant despite the evolving meta. Among the standout options is Skyward Harp, a bow that continues to offer high base attack and valuable Crit stats. It remains a strong choice for characters like Fischl due to her multi hit scaling and attack based damage profile.

Another notable weapon is Wolf’s Gravestone, which maintains strong synergy with attack scaling claymore users. It is expected to perform well on future Mondstadt units such as Varka, while also being effective for characters like Gaming and Mavuika in certain builds that benefit more from raw attack than excess Crit stats.

Elegy for the End stands out as one of the most flexible bows in the banner. With Energy Recharge and teamwide Elemental Mastery buffs, it provides long term value for support oriented compositions. Its passive makes it particularly attractive for reaction focused teams and future meta shifts.

On the sword side, Aquila Favonia remains the premier high base attack option for Bennett, maximizing his attack buff scaling. While its Physical damage bonus has limited relevance today, its base stat profile keeps it competitive for support builds.

Turning to characters, the Mondstadt roster includes several legacy five stars with renewed potential depending on team investment. Mona is widely considered the most future proof permanent unit in the banner. With powerful constellation scaling and reaction amplification, she fits into modern reaction teams and freeze compositions while benefiting from recent system updates.

Klee has seen renewed viability in mono Pyro and reverse Vaporize setups, particularly with constellation investment. Her defense shredding constellation adds notable team value in optimized compositions.

Jean retains niche utility thanks to her crowd control and resistance shredding at higher constellations. While not a universal best in slot option, she offers unique utility in specific combat scenarios.

Meanwhile, Albedo continues to function as an off field Geo damage dealer with strong constellation scaling, especially in Itto or Navia centered compositions. However, his overall value depends heavily on team structure and investment.

Other returning characters such as Diluc and Eula generate more divided opinions. Diluc can still perform in plunge focused builds, while Eula remains dependent on potential future Physical damage adjustments to regain top tier relevance.
