Then there's Émilie as an Inside support, who shines much more in teams with Arlecchino or Burn reactions, then we have Kazuha, who for a long time dominated all sports, who despite declining in the meta, still has great potential.
The healers we found in this category are Xianyun, Jean and Baizhu.
Lower tiers, such as B-tier DPS, include characters like Wanderer (Scaramouche), Xiao that continues to receive indirect buffs through new artifact sets and support characters. While his lower constellations offer limited value, Xiao C6 becomes an entirely different monster, capable of rivaling top-tier DPS characters when paired with Faruzan, Furina, and Bennett. Even at lower investment, Xiao remains competitive with characters like Scaramouche, benefiting from continued meta support. Then Wriothesley and his Permafrost team haven't changed much, nor have they benefited from the new mechanics. Cyno's entire prime team relies on C2 or C1 Furina, Nahida, and Baizhu to get the most out of it. Then we find Diluc and Itto, as with other characters, great potential, but few new ceilings in teams besides old mechanics.
The supports on this list are, Venti has revived a bit thanks to the witches' buff and her new mechanic, we also have Shenhe where her only prime is C2 and weapon, then we have Albedo, basically with the same case as Venti, minimal improvement.
