The new ToukoLeaks post is materially different: it supplies two exact CRIT figures and identifies Electro characters as the apparent recipients.
It still does not explain whether the CRIT buffs are the reported Quill effect, another part of Valeriy’s kit or a replacement for an older description. Those possibilities should not be merged into one settled talent. The leak scene often circulates partial cards and translated summaries from different test snapshots, and similar role descriptions can conceal major differences in wording.
The latest numbers do, however, fit the broad idea of Valeriy as a character who combines personal field time with team utility. Previous reporting has also described him as an on-field Normal Attack driver with Luna IV, while other posts emphasized support, shielding and Stellar-Conduct interactions. A CRIT package aimed at Electro allies could help explain why those descriptions have not reduced him to a single role.
Electro-only wording could shape his team options
The claimed restriction to Electro characters is the most important part of the sentence after the numbers themselves. If the final effect excludes non-Electro teammates, Valeriy’s best teams may be built around one or more Electro damage dealers rather than any character who can participate in a Stellar reaction.
That would create several possible uses. Valeriy might buff his own damage while driving attacks on field. He might support a second Electro carry from another slot. He could also provide a shield or other utility while allowing an Electro teammate to convert the CRIT bonuses into more consistent damage.
None of those arrangements is confirmed by the post. The leak does not name example teammates, and it does not say whether Valeriy must remain on field. It also does not provide enough information to compare the claimed CRIT package against resistance reduction, Elemental Mastery or direct damage bonuses from other supports.

A character who already reaches a high CRIT Rate may value the reported 30% CRIT DMG more than the full package, while another build could depend heavily on the 15% CRIT Rate. If the buff has limited uptime, an apparently comfortable ratio on a stat screen may not represent the entire rotation.
ToukoLeaks and Genshin Leakflow are one source chain
The original accessible post is ToukoLeaks message 81, timestamped September 22 at 2:14 a.m. UTC. Genshin Leakflow repeated the Chinese and English wording at 2:46 a.m. UTC and linked directly to the Touko post as its source.
That transparent link is useful because it prevents the repost from being mistaken for corroboration. The later channel is a mirror or distributor in this chain. It does not establish that a second leaker independently saw the same build.
The Touko embed also shows no original test screenshot or complete talent page. Its claim is one sentence. That does not make the values false, but it limits how much can be verified. Readers can confirm what ToukoLeaks wrote and when it was posted; they cannot confirm from the post alone that the numbers came from a live Version 7.2 test client.
HoYoverse has not confirmed Valeriy’s Version 7.2 kit
HoYoverse’s current official character material is focused on Version 7.1 releases such as Vodyanitsa. There is no official Valeriy talent page attached to the September 22 claim, and no final Version 7.2 announcement confirms the 15% CRIT Rate or 30% CRIT DMG figures.
That official gap should remain visible in any discussion of the leak. Exact percentages can make an early report feel finished, but they can still change during development or arrive without crucial conditions. The latest post is best read as a narrow update to Valeriy’s rumored support profile, not a complete kit reveal.
For now, the genuinely new information is limited but meaningful: ToukoLeaks claims that Valeriy gives Electro characters two sizeable CRIT bonuses. Whether those bonuses are passive, conditional, teamwide, constellation-locked or connected to the previously reported Quill remains unknown.
